Graduated from the Faculty of Economics at Keio University in 1993. Built a career at the Industrial Bank of Japan and Boston Consulting Group, followed by service as a Member of the House of Representatives and a Specially Appointed Professor at the Graduate School of Social Design Studies, Rikkyo University.

Currently serves as a Senior Fellow at the PHP Institute, a Guest Professor at the Graduate School of Social Design Studies, Rikkyo University, and the Chairman of the Asia Education Friendship Association (AEFA).
