Training program for Indonesian National Police and Universitas Indonesia

The National Graduate Institute for Policy Studies (GRIPS) conducted a five-day training program from December 15th to 19th, 2025, for 15 participants including Indonesian National Traffic Police officers studying in the Department of Civil Engineering, Faculty of Engineering (DTSL-FTUI), and its faculty and staff at the request of DTSL-FTUI.

The purpose of this training program was to share Japan's experience in infrastructure and crisis management. Coordinated by our Senior Professor Ieda Hitoshi, the program consisted of lectures by GRIPS faculty members and the bureau official from the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), as well as site visits to the facilities for disaster prevention infrastructure with the cooperation of the Kanto Regional Development Bureau of the MLIT.

Through the lectures, participants systematically learned about topics such as the land and infrastructure development, the structure of Japanese police system, urban planning and road development, disasters and road traffic regulations, Japan’s sediment disaster risk management (Sabo), Japan's flood control policy, and earthquake risk assessment and countermeasures for a Tokyo metropolitan epicentral earthquake. Each lecture was based on specific case studies in line with actual policies and projects.

During the excursion, participants visited the Metropolitan Area Outer Underground Discharge Channel, the Arakawa High-Standard Levee, and the Tokyo Waterfront Disaster Prevention Park, and listened attentively to explanations given by the facility directors. As these visits were related to the lecture content, it was an opportunity to further deepen their understanding.

On the final day, participants actively participated in discussions with the professors on topics such as the role of the police and disaster policies, reflecting on what they learned throughout the program. Participants commented that they gained a lot of knowledge that is directly relevant to their work, and both the site visits and lectures were highly evaluated. Finally, certificates of completion were awarded to the participants, bringing the training program to a close.
