Development Study Program for the ?cole Nationale d¨Administration (ENA) in Algeria and Tunisia
From December 8 to 12, 2025, the National Graduate Institute for Policy Studies (GRIPS) hosted a five-day study program for the government officials from the ?cole Nationale d¨Administration (ENA) in Algeria and Tunisia, who were invited to participate by the Japan International Cooperation Agency (JICA).
The program was organized for the first time to provide participants with insights that will contribute to human resource development in both countries. Topics included Japan's administrative and personnel systems, and leadership theory. Nine participants from both countries attended lectures by GRIPS faculty members and external lecturers including officers from the National Personnel Authority. ?They also visited the Digital Agency and took part in group discussions. During the lectures, the participants enthusiastically asked questions and discussed various perspectives with each lecturer, while recognizing differences between their countries and Japan. At the Digital Agency, they received a briefing on Japan¨s administrative services that use digital technology and exchanged ideas on common issues and future visions.
On the last day, the participants broke into country-specific groups to reflect on the program and discussed which Japanese organizations or systems could be applied in their home countries, as well as questions they had. They then presented their findings. The program director, Prof. Takada (Vice President and Director of the Executive Development Center for Global Leadership), and the commentators, Prof. Yoshimuta and Prof. Inoue, provided supplementary explanations and feedback on a variety of opinions and suggestions. The program concluded with the program director awarding certificates to all participants, followed by the heartfelt speeches from the representatives of Algeria and Tunisia.
